Surrounded by her husband, family and supporters, Ms Ryan said: "We had an incredible experience. I'm very proud of my team, my husband, my friends and all those who rode in. We had a ball, we couldn't wish for a better campaign."
Ms Ryan praised the welcome she received from across Limerick.
"I've been really encouraged by the fantastic welcome. It's an honour to have been a Fianna Fail candidate, get across the county and meet as many as we did."
She praised the two remaining Independent candidates in the race - Ms O'Donnell and John Moran.
"I've no doubt Limerick will choose the right mayor. I look forward to getting behind and supporting the mayor when they are announced," added Ms Ryan.
Given her strong vote, there have been suggestions the former Chamber boss could seek a Dail nomination.
She batted away questions around her political future from reporters, though.
"Today is not the day to answer that question. But I loved it. I absolutely loved it. I really enjoyed it. I'm getting a lot of encouragement from my Fianna Fail partu members. It's not a question for today. Today is about the mayor. I wish the mayor the absolute best and they have my support."
Ms Ryan says there are no regrets at running for a party.
"I've finished on top of all the other party political candidates. For a first-time candidate, that's something to be really produ of. We've a good base to build on."
"My campaign started full time on April 6, so I had two months to put it together and execute it. I love being part of a team. Fianna Fail have been absolutely amazing. We've had huge support. We've shared values, and I'm really glad with the party I'm with," she added.
Ms Ryan's vote of 18,875 will now be distributed.
It's down to the final two in the race to become the first directly elected mayor of Limerick.
John Moran has increased his lead in first place with 24,958 votes.
He has an advantage of of 5,605 over Ms O'Donnell.
The next declaration, the 12th and final count will determine the winner of the Limerick Mayoral Election.
