LIMERICK City and County Council (LCCC) is inviting members of the public to have their say on a proposal to designate The People’s Park in Limerick City as a Quiet Area, under the Environmental Noise Regulations 2018 (as amended).

The People’s Park has been identified as a Candidate Quiet Area in the Limerick Agglomeration Noise Action Plan 2024–2028.

A spokesperson for the council said: “Investigations by the council show that the park’s sound environment is predominantly shaped by natural and human sounds—such as birdsong and social activity— which are generally perceived as pleasant and are of benefit to citizens' health and well-being.”

The proposed designation aims to “promote the health and social benefits of positive soundscapes in urban environments”.

“While the designation does not provide statutory protection for sound levels, it promotes the importance of calm and vibrant acoustic environments,” the statement added.

The public consultation period will run until Friday, September 19, 2025.

“This initiative supports Limerick City and County Council’s commitment to managing environmental noise and enhancing quality of life, as outlined in the Limerick Development Plan 2022–2028,” the spokesperson for LCCC continued.

The People’s Park is the first location in Limerick proposed for Quiet Area designation, following “extensive” soundscape assessments and public soundwalks conducted between 2023 and 2025.

Members of the public can view the consultation documents at the following locations: County Hall, Dooradoyle, Limerick, City Hall, Merchants Quay, Limerick, Limerick County Library, Dooradoyle and Limerick City Library, Barrow House, Michael Street.

The consultation documents can be viewed at the above locations during normal opening hours.

Submissions may be made in writing to Cathal Brodie, Senior Executive Scientist, Environment and Climate Action, Limerick City and County Council, County Hall, Dooradoyle, Limerick, via https://mypoint.limerick.ie/, or by email to noiseactionplan@limerick.ie.
