A BENCH Warrant has been issued for the arrest of a couple who have illegally parked a caravan at a public place at Alandale Road, which is located just off Dock Road, Limerick.

Victoria Faulkner and Calvin Moran, who are living at the location, have repeatedly refused to comply with a council issued enforcement notice, which instructs that they move their caravan away from a public place at Alandale Road, off the Dock Road.

Calvin Moran previously received a one month’s suspended sentence for failing to comply with an enforcement notice on October 3, 2025.

Victoria Faulkner was previously fined by Judge Patricia Harney for the same issue.

Solicitor Will Leahy, acting on behalf of the Council told Judge Patricia Harney that on foot of Mr Moran’s previous suspended sentence, he wished to imprison the man under Section 99 of the Criminal Justice Act 2006.

A Section 99 is a legal provision for enacting a suspended sentence, should someone not comply with the conditions of the suspension.

Solicitor Tom Kiely, representing the pair, said: “It doesn’t work like that”.

Judge Harney stated: “I have not come across a section 99 for anything other than criminal”.

An enforcement notice is issued by the council, rather than the gardaí.

Mr Leahy then said “a new prosecution” would be pursued by the council.

A Bench Warrant was issued for Ms Faulkner and Mr Moran, who did not attend court.
