"The well has run dry" in terms of public finances said the directly elected mayor in a speech lasting more than 30 minutes.
After Fine Gael councillor John Sheahan reacted to the proposed measures, the meeting was adjourned.
It was initially set to reconvene at 11.55am. However, this became 1.30pm.
Then, a further hour was added to the adjournment as talks to get the budget across the line continued.
At 2.30pm, a further delay was announced by priomh-chomhairleoir, Cllr Catherine Slattery, this time until 3pm.
Come 3pm, a new time to restart the meeting of 4pm was confirmed.
However, a little after 4pm, Cllr Slattery confirmed that it would actually be 5pm when the meeting - which kicked off at 10am - would finally get back under way.
This, she said, is because talks were taking place between Mayor Moran and the party leaders of Fine Gael and Fianna Fail, Cllrs John Sheahan and Michael Collins respectively.
