Public invited to comment on new 57-home housing proposal in Limerick

MEMBERS of the public are being invited to make submissions on a proposed residential development at Toppins Field in Limerick city, with the public consultation process now underway.

Limerick City and County Council has issued a public notice outlining plans for the construction of 57 residential dwellings at Toppins Field, located between O’Donoghue Avenue and the John Carew Road.

The development would be delivered across three main plots and includes a mix of housing types, from two-storey terraced houses to duplex apartments and standard apartment units.

The housing mix comprises 15 three-bedroom terraced houses, four four-bedroom terraced houses, and a combination of one, two, and three-bedroom duplex and apartment units.

The proposal also provides for internal roads, pedestrian pathways, bicycle parking and both public and private open space areas, including designated play spaces.

Access is proposed via a new east–west link road connecting to the John Carew Link Road.
Car parking provisions will include electric vehicle charging, with 20 per cent of spaces fitted with EV points provided to remaining spaces for future installation.

The council has confirmed that the development has undergone screening for both Appropriate Assessment and Environmental Impact Assessment.

It has been determined that the project is unlikely to have significant environmental effects and that neither a full Appropriate Assessment nor an Environmental Impact Assessment Report is required.

Plans are on public display, and submissions or observations must be made to Limerick City and County Council by February 10, 2026, before a decision is taken.
